The application was referred back to the Planning Board to <br />determine if the negative findings on four items had been addressed, <br />Procedure: <br />The Zoning Ordinance requires that the Planning Staff make a recommendation to the Planning <br />Board on all Class A Special Use Permit applications. After receiving the Staff <br />recommendation, the Planning Board makes its own recommendation to the Board of County <br />Commissioners who hold a public hearing. The Planning Board recommendation is not <br />conducted in a public hearing forum, Instead, the Planning Board exercises its role as a fact <br />finding board and submits its recommendation based on its recommended findings under the <br />ordinance. <br />
