20 <br /> 1 <br /> 2 Commissioner McKee said section 6 of this item refers to Gayle Wilson as the Solid <br /> 3 Waste director, and he has retired. <br /> 4 John Roberts said that can be changed, and anything would be referred to the new <br /> 5 director. <br /> 6 <br /> 7 A motion was made by Commissioner McKee, seconded by Commissioner Burroughs to <br /> 8 approve an amendment extending an agreement between Orange County and Ceres <br /> 9 Environmental Services, Inc. through October 1, 2019 for the purpose of providing a resource <br /> 10 for Emergency Storm Debris Removal and Processing Services and authorize the Manager to <br /> 11 sign. <br /> 12 <br /> 13 VOTE: UNANIMOUS <br /> 14 <br /> 15 g. Health Services Agreement Amendments for the Orange County Detention Center <br /> 16 The Board considered voting to ratify a 2011 Amendment and to approve Amendment <br /> 17 #2 to the Health Services Agreement for the Orange County Detention Center and authorize the <br /> 18 Chair to sign. <br /> 19 <br /> 20 Commissioner Price said the abstract states that this health contract is based on <br /> 21 population of up to 180, and asked if this number is frequently reached. <br /> 22 Bonnie Hammersley said this contract originated in 2008, and the number is one that is <br /> 23 the highest it could be. She said there have been times when this number may have been <br /> 24 reached, but it is not common. <br /> 25 Commissioner Price said she is concerned that if there is a detention center that does <br /> 26 not even hold 180, is it necessary to have a contract that serves that many. <br /> 27 Bonnie Hammersley said this contract will be re-bid next year, and she said this number <br /> 28 is seldom met. <br /> 29 Commissioner Price said health care for women, and it states that no abortions will be <br /> 30 permitted at all. She asked if this is true even if a woman's life is at risk. <br /> 31 Bonnie Hammersley said the County covers the cost, and there are situations where an <br /> 32 inmate would be taken to the hospital. <br /> 33 Commissioner Price said she is concerned about this. <br /> 34 Bonnie Hammersley said she would share these concerns with the Sheriff. <br /> 35 Commissioner Price said she assumed audits are done. <br /> 36 Bonnie Hammersley yes, and if they have not been done, they will be. <br /> 37 Commissioner Burroughs said if an inmate wanted an abortion, she believes she should <br /> 38 have access to a one, and if there is something preventing this, she would like to know what it <br /> 39 is. <br /> 40 Bonnie Hammersley recommended approving this contract, and if an amendment is <br /> 41 needed, it can be done. She said the County is operating under this contract currently, and if <br /> 42 an agreement cannot be reached with this contract, an alternative method would have to be <br /> 43 found and a re-bid of a health contract is extremely timely. <br /> 44 <br /> 45 A motion was made by Commissioner Price, seconded by to Commissioner Burroughs <br /> 46 ratify a 2011 Amendment and to approve Amendment#2 to the Health Services Agreement for <br /> 47 the Orange County Detention Center and authorize the Chair to sign. <br /> 48 <br /> 49 VOTE: UNANIMOUS <br /> 50 <br />
