9 <br /> 1 Commissioner Price said #46 is similar to #42, and she thought Chair Dorosin wanted to <br /> 2 combine these two. She said the only difference seems to be that#46 indicates reducing the <br /> 3 pressure of cash bail, while she would hope to eliminate it. <br /> 4 Commissioner Price said the two seem similar, but the goal is the same. She said her <br /> 5 concern is that#42 goes towards replacing money bail, while #46 calls for a judge to consider a <br /> 6 person's financial situation when setting bail. <br /> 7 Commissioner Jacobs said #42 better represents what the Board wants, and if the <br /> 8 trademark could be left out, then #46 would be subsumed in that. <br /> 9 Commissioner Jacobs said saluted Animal Services Advisory Board (ASAB) for#43, as <br /> 10 it is a more humane approach. <br /> 11 Commissioner Marcoplos said #26 is entitled Solar Energy, but solar is not mentioned in <br /> 12 the paragraph, and renewable energy is a better title. He said wind energy is very useful in <br /> 13 North Carolina, and should be promoted. He said there was a recent study done that showed <br /> 14 that more people respond favorably to renewable energy as compared to solar energy. <br /> 15 Commissioner Rich summarized: #45 will be moved to #1, and vice versa; #26 will be <br /> 16 renamed renewable energy; #42 will be named Bail Reform, and delete #46. <br /> 17 Commissioner Price said if you wanted to combine these two items, and leave out three <br /> 18 days count name. <br /> 19 Greg Wilder said he will revise this. <br /> 20 Greg Wilder said if the name "Three days count" is eliminated, then the yellow handout <br /> 21 would be eliminated. <br /> 22 Commissioner Price said she is fine either way, and if the name is deleted to make it <br /> 23 sound better she can accept that. She said if it rises to the level of discussion at the NCACC <br /> 24 they will know what it is. <br /> 25 <br /> 26 A motion was made by Commissioner Price, seconded by Commissioner Burroughs to <br /> 27 approve the revised Resolution Detailing Orange County's Recommendations Regarding Goals <br /> 28 for Inclusion in the North Carolina Association of County Commissioners' (NCACC) 2019-2020 <br /> 29 Legislative Goals Package (Attachment 1); and authorize the Chair to sign the resolution as <br /> 30 presented or amended; and direct the Clerk to the Board to forward the approved resolution <br /> 31 and any other related materials to NCACC by the September 21, 2018 deadline. <br /> 32 <br /> 33 VOTE: UNANIMOUS <br /> 34 <br /> 35 Commissioner Jacobs said to incorporate the title and say, "also known as three days <br /> 36 count," which would allow for the resolution to be included. <br /> 37 <br /> 38 b. Discussion on Proposed Nonprofit Capital Funding Policy and Criteria <br /> 39 The Board considered discussing a proposed policy and criteria for providing loans to <br /> 40 nonprofits for capital projects and provided direction to staff. <br /> 41 Gary Donaldson, Chief Financial Officer, presented this item: <br /> 42 <br /> 43 BACKGROUND: <br /> 44 At the June 12, 2018 BOCC meeting, a request was made to develop a County nonprofit capital <br /> 45 funding policy and loan criteria. This request was based on a pending$100,000 capital <br /> 46 campaign request from the Inter-Faith Council for Social Services, Inc. with funds earmarked <br /> 47 from the County's Social Justice Fund. The Towns of Carrboro and Chapel Hill have not <br /> 48 indicated any capital funding for the Inter-Faith Council to date. <br /> 49 <br />
