Regular Agenda <br /> 9 <br /> 10 a. Orange County's Recommendations Regarding Goals for Inclusion in the North <br /> 11 Carolina Association of County Commissioners' (NCACC) 2019-2020 Legislative <br /> 12 Goals Package <br /> 13 The Board considered approving a Resolution Detailing Orange County's <br /> 14 Recommendations Regarding Goals for Inclusion in the North Carolina Association of County <br /> 15 Commissioners' (NCACC) 2019-2020 Legislative Goals Package; and authorize the Chair to <br /> 16 sign. <br /> 17 Greg Wilder, County Manager's office, presented the following information: <br /> 18 <br /> 19 BACKGROUND: <br /> 20 Every two years, the North Carolina Association of County Commissioners (NCACC) organizes <br /> 21 a process to develop a legislative goals package. The purpose of the package is to develop a <br /> 22 consensus of broad support on legislative goals and issues for matters affecting North Carolina <br /> 23 counties that may be addressed by the North Carolina General Assembly during the next two <br /> 24 calendar years. The goals and issues included in the package, with their broad support, guide <br /> 25 and strengthen NCACC representatives and staff as they converse with individual legislators <br /> 26 and committees on legislative matters. <br /> 27 <br /> 28 NCACC began the process to develop its 2019-2020 Legislative Goals Package in July 2018. <br /> 29 North Carolina counties have been asked to submit proposed legislative goals for consideration <br /> 30 for inclusion in the package by a September 21, 2018 submittal deadline. <br /> 31 <br /> 32 The County's Legislative Issues Work Group (LIWG), including Commissioners Mark Dorosin <br /> 33 and Penny Rich, County Attorney John Roberts, and County Manager's Office staff, has <br /> 34 recently met. The LIWG developed a draft resolution for Board consideration that outlines <br /> 35 several proposed legislative goals for inclusion in NCACC's 2019-2020 package. The LIWG's <br /> 36 draft resolution is provided at Attachment 1. The content of the draft resolution substantially <br /> 37 duplicates Orange County's 2018 Resolution Regarding Legislative Matters (Statewide <br /> 38 Matters). That Resolution was approved by the Board on June 5, 2018 and presented to <br /> 39 Orange County's Legislative Delegation for the 2018 General Assembly Session. The Board will <br /> 40 likely want to discuss the draft resolution and possibly add to, delete from, and/or revise the <br /> 41 language of the proposed goals included in the draft. <br /> 42 <br /> 43 Greg Wilder said there are two items at the Commissioners' places that are part of the <br /> 44 abstract. <br /> 45 Commissioner Rich said these items are not in order of priority, and the Board is <br /> 46 permitted to send in as many goals as it would like. <br /> 47 Commissioner Burroughs said these are equally weighted, but she would ask that the <br /> 48 non-partisan redistricting process for elections item be moved to #1 (it is currently#45). <br /> 49 Commissioner Marcoplos agreed. <br />
