North Carolina Community Transportation Program Administrative and Capital <br /> 6 Grant Applications for FY 2020 <br /> 7 <br /> 8 The Board will: <br /> 9 1) Conduct a public hearing to receive public comments on the North Carolina Community <br /> 10 Transportation Program (CTP) grant application by Orange County Public <br /> 11 Transportation (OPT) for FY 2020; <br /> 12 2) Close the public hearing; <br /> 13 3) Approve the Community Transportation Program Grant application for FY 2019 in the <br /> 14 total amount of$244,609 with a local match total of$33,272 to be provided when <br /> 15 necessary; <br /> 16 4) Approve and authorize the Chair to sign the Community Transportation Program <br /> 17 Resolution authorizing the applicant to enter into an agreement with the North Carolina <br /> 18 Department of Transportation (NCDOT) and the Local Share Certification for Funding <br /> 19 form; and <br /> 20 5) Authorize the Chair and the County Attorney to review and sign the 2019 Certifications <br /> 21 and Assurances document in Attachment 2. <br /> 22 <br /> 23 A motion was made by Commissioner Price, seconded by Commissioner Burroughs for <br /> 24 the Board to open the public hearing. <br /> 25 <br /> 26 VOTE: UNANIMOUS <br /> 27 <br /> 28 Theo Letman presented the following information: <br /> 29 <br /> 30 BACKGROUND: <br /> 31 Each year, the NCDOT Public Transportation Division accepts requests for administrative and <br /> 32 capital needs for county-operated community transportation programs. OPT is eligible to make <br /> 33 application for both administrative and capital funding. <br /> 34 <br /> 35 The total CTP funding request for FY 2020 is $176,215 for community transportation <br /> 36 administrative expenses and an additional $68,394 for capital expenses. This draft grant <br /> 37 application is made for expenses totaling $244,609. <br /> 38 <br /> 39 Grant funds for administrative purposes will continue to be used to support overall transit <br /> 40 systems management and will continue to promote general ridership. Administrative Grant <br /> 41 funds include a percentage of wages and benefits for the following positions: Transit Director <br /> 42 (60%) - $79,300; Transportation Administrator (60%) - $67,000; Business Officer 1 (60%) - <br /> 43 $59,382; and Transit Dispatcher/ Scheduler (40%) - $31,855. Grant funds for capital items <br /> 44 include: an addition of one (1) LTV (light transit vehicle) bus to support growth in ADA services <br /> 45 associated with new route. <br /> 46 <br /> 47 A public hearing (see Notice at Attachment 3) provides the opportunity for public discussion and <br /> 48 comment before the Board takes action on the resolution (Attachment 1).
