1 <br /> I Attachment 2 <br /> 2 <br /> 3 DRAFT MINUTES <br /> 4 BOARD OF COMMISSIONERS <br /> 5 WORK SESSION <br /> 6 September 6, 2018 <br /> 7 7:00 p.m. <br /> 8 <br /> 9 The Orange County Board of Commissioners met for a work session on Thursday, September <br /> 10 6, 2018 at the Southern Human Services Center in Chapel Hill, N.C. <br /> 11 <br /> 12 COUNTY COMMISSIONERS PRESENT: Chair Dorosin and Commissioners Mia Burroughs, <br /> 13 Barry Jacobs, Mark Marcoplos, Earl McKee, Renee Price and Penny Rich <br /> 14 COUNTY COMMISSIONERS ABSENT: None <br /> 15 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 16 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br /> 17 Travis Myren and Clerk to the Board Donna Baker (All other staff members will be identified <br /> 18 appropriately below) <br /> 19 <br /> 20 Chair Dorosin called the meeting to order at 7:03 p.m. <br /> 21 <br /> 22 1. Economic Development Districts — Follow-up from Board Retreat <br /> 23 <br /> 24 Travis Myren reviewed the following information: <br /> 25 <br /> 26 Background: <br /> 27 The work session discussion will attempt to clarify the strategic issues raised by the Board <br /> 28 during the 2018 retreat and provide direction to staff on future economic development goals <br /> 29 and tactics. Staff will provide information and facilitate a discussion on the following questions <br /> 30 and themes: <br /> 31 <br /> 32 1. What is the context for economic development in Orange County? <br /> 33 <br /> 34 The Board has adopted a social justice goal and an operational goal related to <br /> 35 economic development. The social justice goal is to Ensure Economic Self Sufficiency <br /> 36 and is further defined as, "The creation and preservation of infrastructure, policies, <br /> 37 programs and funding necessary for residents to provide shelter, food, clothing and <br /> 38 medical care for themselves and their dependents." <br /> 39 <br /> 40 The Board's adopted operational goal is to, "Implement planning and economic <br /> 41 development policies which create a balanced, dynamic local economy, and which <br /> 42 promote diversity, sustainable growth, and enhanced revenue while embracing <br /> 43 community values." <br /> 44 <br /> 45 On an operational level, economic development may also influence the Board's current <br /> 46 policy priorities: <br /> 47 • Tax base growth to pay for increased demand for public services <br /> 48 • Living wages and housing <br /> 49 • Transportation <br /> 50 • Environmental preservation <br />
