14 <br /> 1 Chair Dorosin summarized that over the next couple of months the cost sharing <br /> 2 agreement will need to be amended, and a lot of questions will be answered during that <br /> 3 process. He said the Board wants to be good stewards of funds, and he is pleased with the <br /> 4 negotiation and partnership process with Durham and other partners. He said having this letter <br /> 5 signed will be an important step in the private fundraising process. <br /> 6 <br /> 7 A motion was made by Commissioner Burroughs, seconded by Commissioner Rich for <br /> 8 the Board to authorize the Chair to sign the attached letter to GoTriangle affirming Orange <br /> 9 County's financial commitment and communicating a solution to the funding shortfall created by <br /> 10 the State budget. <br /> 11 <br /> 12 VOTE: UNANIMOUS <br /> 13 <br /> 14 Commissioner Rich thanked Chair Dorosin and Commissioner Marcoplos for their <br /> 15 diligence this past summer on this item. <br /> 16 Commissioner Jacobs asked if a written response was ever received from GoTriangle <br /> 17 regarding the Hillsborough passenger station. <br /> 18 Bonnie Hammersley said no. <br /> 19 Commissioner Jacobs said this is long overdue, and the voters need to be clearly <br /> 20 informed. <br /> 21 Commissioner Marcoplos referred to the GoTriangle youth go pass, and asked if these <br /> 22 are available at the Chapel Hill library. <br /> 23 John Tallmadge said not yet, but GoTriangle is in discussions with library staff. <br /> 24 <br /> 25 c. Resolution Approving a Policy of Additional Inspections for Residential Projects <br /> 26 The Board considered a proposed resolution approving the Orange County's <br /> 27 Inspections Division to perform additional code enforcement inspections for residential projects <br /> 28 by policy, similar to the County's current level of service and number of specific inspections, <br /> 29 and authorize the Chair to sign. <br /> 30 Michael Rettie, Chief Building Officer, reviewed the following information: <br /> 31 <br /> 32 BACKGROUND: <br /> 33 As allowed by Session Law 2013-118, the Orange County Inspections Division has submitted a <br /> 34 request to the North Carolina Department of Insurance to have additional Inspections approved <br /> 35 (see highlighted section of Attachment 2). Staff has been instructed by the North Carolina <br /> 36 Building Code Council to solicit approval from the Orange County Board of Commissioners for <br /> 37 the additional Building Code enforcement inspections. The Orange County Inspections Division <br /> 38 requests to add an additional 35 specific inspection types (as the County has done historically), <br /> 39 which would serve to facilitate a more systematic, timely and efficient inspection process. <br /> 40 <br /> 41 The requested inspections are essentially an expansion of the eight listed inspections identified <br /> 42 in the NC Administrative Code and Policy into natural subcategories or parts, which are <br /> 43 currently verified together under each macro-inspection type. Staff has listed these additional <br /> 44 inspections with how each relates to the eight listed inspection types in Exhibit 2 to the <br /> 45 proposed resolution. <br /> 46 <br /> 47 The proposed policy would ensure that builders and subcontractors have the flexibility and <br /> 48 control over the scheduling and sequence of inspections when, in the construction schedule <br /> 49 and process, the issue is most efficiently verified and repairs can be effectively made with <br /> 50 minimal cost or delay.
