4 <br /> 6/6/19: Construction Manager's Guaranteed Maximum Price (GMP) approved; commence <br /> site construction <br /> 7/12/19: Submit for building permit <br /> 8/12/19: Anticipated approval of building documents; commence construction <br /> 9/12/20: Construction substantially complete <br /> Following the joint work session the Boards may independently meet at their next scheduled <br /> regular meeting to vote on whether or not to build or to negotiate an extension of the 45 days. <br /> FINANCIAL IMPACT: The Board previously appropriated $1,172,000 for this Capital Project <br /> and contemplates an additional $6,375,000 within the FY2018-19 and FY2019-20 capital <br /> budgeting cycles. This contemplated project appropriation totals $7,547,500. These project <br /> funds address design, construction, equipment, furnishings, library materials, and contingencies. <br /> There are adequate funds already appropriated for professional design services funds to <br /> conduct the County's portion of the necessary design processes within the Development <br /> Agreement. Contemplated construction and equipment funds for future project cycles are <br /> adequate for the County's portion within the Development Agreement. <br /> Carrboro is prepared to appropriate $10,000,000 for its portions of the project and has also <br /> appropriated adequate funds for its portion of the design costs. The County anticipates making <br /> its funds available on a reimbursement basis to Carrboro in accordance with the Development <br /> Agreement and other governing documents. The contemplated total capital project cost for the <br /> entire development is estimated at $15,000,000. The latest project cost estimates are expected <br /> to be provided and analyzed by staff in time for the October 25, 2018 joint meeting. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br /> to this item: <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br /> INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or color; <br /> religious or philosophical beliefs; sex, gender or sexual orientation; national origin or <br /> ethnic background; age; military service; disability; and familial, residential or economic <br /> status. <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding necessary <br /> for residents to provide shelter, food, clothing, and medical care for themselves and their <br /> dependents. <br /> RECOMMENDATION(S): The Manager recommends that the Board receive the update on <br /> "The 203 Project", including the design process and key points within the Development <br /> Agreement between Orange County and the Town of Carrboro. <br />
