Parking: The Schematic Design incorporates the necessary 50 on-site public parking <br /> spaces for the library as required by the Carrboro Development Ordinance as well as by the <br /> Development Agreement (Article Three, Section M of the Development Agreement): <br /> "The parties agree that in the event on-site parking spaces will be owned and <br /> paid for by the County shall be available for use by Library patrons during normal <br /> Library operating hours. This number of spaces will be determined during the <br /> permitting and design of the project. These spaces will be made available to the <br /> Town while the Library is closed." <br /> C. Cost Allocation & the Associated Timeframe for Agreement: Since the Schematic Design is <br /> largely complete, the County and Town are now within the 45 day period of evaluating the <br /> design and its estimated costs (Article IV, Section A): <br /> "The parties acknowledge that Exhibit C represents their general understanding <br /> of the cost sharing; however, the parties agree to negotiate in good faith the fair <br /> and equitable share of all costs associated with this project as soon as possible <br /> after the Schematic Design work is completed. If the parties are unable to come <br /> to an agreement within forty-five (45) days after the Schematic Design <br /> Acceptance date of September 26, 2018, then either party may terminate this <br /> agreement by providing ten (10) days advance written notice to the other party of <br /> its intention to terminate this agreement." <br /> This agreement must be completed by day 45 after the Schematic Design Acceptance Date, or <br /> by November 9, 2018. As outlined in the section, if any party is intending to terminate this <br /> agreement, they must provide ten (10) days advance written notice to the other party, which <br /> would be October 31, 2018. The Parties are also able to negotiate an extension of this period of <br /> time, as well as terminate the agreement by either not accepting the Guaranteed Maximum <br /> Price ("GMP") of the project or not securing approval for the project financing by the Local <br /> Government Commission. <br /> D. Key Proiect Timeline Based on Current Construction Calendar: The dates below are at best <br /> estimates, and may not reflect the needs of the construction manager regarding process and <br /> timeline, and also do not account for any unanticipated scheduling changes at the Owner's <br /> request that might occur. <br /> 10/25/18: "Day 34" — approval to proceed by Boards at joint County/Town meeting; official <br /> approval Day 45 (11/5/18) <br /> 11/2/18: Submit documents for site permitting <br /> 11/26/18: Begin Design Development phase <br /> 3/1/19: 100% Design Development documents issued/ start Construction Documents <br /> phase <br /> 3/15/19: Anticipated staff approval of site permit documents <br /> 3/18/19: 100% Sitework construction documents complete; 50% building construction <br /> documents issued <br /> Spring 2019: Library design public input sessions <br />
