24 <br /> 1 Chair Dorosin said he would like to move away from designated positions, and could <br /> 2 simply task the Arts Commission with trying to do outreach to students using the at-large <br /> 3 positions. <br /> 4 Chair Dorosin asked if this can be left as an at large position, and the Board will <br /> 5 encourage the Commission to engage a student membership if possible. <br /> 6 Katie Murray said she has spoken with staff about the best way to do this, and the <br /> 7 reason for changing the designation from at-large to student is because it is a one-year term. <br /> 8 She said it would only be available to a senior, and the student would be required to solicit <br /> 9 candidates to full the position upon their graduation. <br /> 10 Donna Baker said the change in designation is to create a one-year term, as opposed to <br /> 11 3 years, in order to attract a student. <br /> 12 Commissioner Rich said if it only open to seniors, this may be difficult as Durham Tech <br /> 13 is a two-year college. <br /> 14 Katie Murray said she will add that factor to her investigative process. <br /> 15 <br /> 16 A motion was made by Commissioner Price seconded by to Commissioner Jacobs to <br /> 17 approve a proposed change in the Arts Commission's membership roster, reclassifying an At <br /> 18 Large Position to a Student Liaison position with a one-year term and also ask Katie Murray to <br /> 19 look at options for students at Durham Tech. <br /> 20 <br /> 21 VOTE: UNANIMOUS <br /> 22 <br /> 23 8-q- Fiscal Year 2018-19 Budget Amendment#1 <br /> 24 The Board considered approving budget, capital, and grant project ordinance <br /> 25 amendments for fiscal year 2018-19. <br /> 26 Commissioner Price said funding got cut for the literary outreach position in the library, <br /> 27 and she thinks this position was doing important work with Pre-K. She would like staff to <br /> 28 explore other ways to fill this gap at some point. <br /> 29 <br /> 30 A motion was made by Commissioner Price, seconded by Commissioner Jacobs to <br /> 31 approve budget, capital, and grant project ordinance amendments for fiscal year 2018-19. <br /> 32 <br /> 33 VOTE: UNANIMOUS <br /> 34 <br /> 35 a. Minutes <br /> 36 The Board approved the minutes from May 31, June 12 and 19, 2018 as submitted by the Clerk <br /> 37 to the Board. <br /> 38 b. Motor Vehicle Property Tax Releases/Refunds <br /> 39 The Board adopted of a resolution, which is incorporated by reference, to release motor vehicle <br /> 40 property tax values for seven taxpayers with a total of eight bills that will result in a reduction of <br /> 41 revenue, in accordance with the NCGS. <br /> 42 c. Property Tax Releases/Refunds <br /> 43 The Board adopted a resolution, which is incorporated by reference, to release property tax <br /> 44 values for twenty-nine (29) taxpayers with a total of forty-five (45) bills that will result in a <br /> 45 reduction of revenue, in accordance with North Carolina General Statute 105-381. <br /> 46 d. Applications for Property Tax Exemption/Exclusion <br /> 47 The Board considered fifteen (15) untimely applications for exemption/exclusion from ad <br /> 48 valorem taxation for twenty-three (23) bills for the 2018 tax year. <br /> 49 e. Tax Collector's Annual Settlement for Fiscal Year 2017-18 <br />
