Box 8181 <br /> www.orangecountync.gov NORTH CAROLINA Hillsborough, NC 27278 <br /> MEMORANDUM <br /> TO: Board of County Commissioners <br /> FROM: Craig Benedict, Orange County Planning Director <br /> Tom Altieri, Comprehensive Planning Supervisor <br /> Nishith Trivedi, Orange County Transportation Planner <br /> DATE: October 2, 2018 <br /> SUBJECT: SPOT 5.0 Division Needs Local Input Points — TARPO and <br /> DCHC MPO <br /> This memorandum is to inform the Board of County Commissioners (BOCC) of North <br /> Carolina Department of Transportation (NCDOT) Strategic Prioritization of Transportation <br /> (SPOT) 5.0 Division Needs Local Input Points. This is the final step in drafting the next <br /> State Transportation Improvement Program (STIP), scheduled for release in early 2019. <br /> The BOCC also received an update from staff on May 1, 2018. The following steps in the <br /> process have been completed: <br /> • May 2018 — staff presented SPOT 5.0 process and Orange County priority score results <br /> in Statewide Mobility, Regional Impact and Divisional Needs to the BOCC. <br /> • BOCC and Orange County Unified Transportation Board's (OUTBoard) <br /> recommendations were carried forward to Triangle Area Rural Planning <br /> Organization (TARPO) and Durham-Chapel Hill-Carrboro Metropolitan Planning <br /> Organization (DCHC MPO). <br /> • No projects in Burlington-Graham Metropolitan Planning Organization's (BG MPO) <br /> SPOT 5.0 so no recommendations were made for BG MPO. <br /> • June 2018 — DCHC MPO and TARPO approved Regional Impact Local Input Points for <br /> Orange County. <br /> • July 2018 — MPOs and RPOs submitted Regional Local Input Points to NCDOT. <br /> • August 2018 — staff followed through with BOCC and OUTBoard recommendations for <br /> Divisional Needs Local Input Points in DCHC MPO and TARPO SPOT 5.0. <br /> NCDOT has determined regional project funding, results can be found at the following link: <br /> https://connect.ncdot.gov/projects/planning/pages/prioritizationresources.aspx <br /> Staff continues coordination with DCHC MPO and TARPO in advancing County <br /> transportation priorities. The attached (Attachment 1) flow chart illustrates Orange County <br /> transportation priority results in the SPOT 5.0 process. The process will conclude in <br /> accordance with NCDOT SPOT 5.0 schedule listed below: <br /> • October 2018, MPOs and RPOs submit Division Local Input Points to NCDOT <br /> • January 2019, NCDOT releases Draft STIP 2020-2029 for public review <br /> Staff will keep the BOCC updated on the results. <br />
