ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: .)une 23, 2004 <br />Action Age 5da <br />Item No. <br />SUBJECT: Bid Award: Construction of stormwater Management System for C & D Landfill <br />DEPARTMENT: Purchasing, Solid Waste <br />PUBLIC HEARING: (YIN) No <br />ATTACHMENT(S): <br />Bid Tabulation <br />INFORMATION CONTACT: <br />Pam Jones, 245-2652 <br />Gayle Wilson, 968-2788 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To consider awarding a bid to C.1 Maclsaac of Eden, North Catalina to construct a <br />stormwater management system to handle runoff from the new construction and demolition <br />(C&D) landfill. <br />BACKGROUND: The County's Eubanks Road Solid Waste Facilities Master Plan, approved <br />by the Board in Qctober 2001, includes the development of a new C&D landfill to replace the <br />current facility, expected to reach capacity some time in 2005, In 2003, the County acquired the <br />property for this facility, to be located immediately adjacent to the west of the current landfill <br />property and on the north side of Eubanks Road, Earlier in 2004, the County received the <br />permit to construct the new C&D landfill from the Solid Waste Division of the North Carolina <br />Department of Environment and Natural Resources. Staff expects to complete construction of <br />the new facility by early 2005. <br />Before construction can begin on the C&D landfill, a stormwater management system, referred <br />to as an "ouffall", must be put in place to handle the runoff from the sedimentation pond, Joyce <br />Engineering of Greensboro, North Carolina engineered plans and specifications for this project, <br />The ouffall will consist of: <br />• Trenching and placement of approximately 875 linear feet of 36-inch corrugated <br />double wall HDPE pipe <br />• setting three concrete manholes <br />• installation of riser pipe for sediment basin <br />• rock removal to 6 inches below grade <br />• final grading <br />• placement of topsoil and vegetation <br />
