Interim Backup PSAP - Another PSAP, be it Municipal, County or State, <br /> designated to take calls on a temporary backup basis and transfer them <br /> in accordance with mutually agreed upon call handling procedures. <br /> D. Back-up PSAP. -- The capability to operate as part of the 911 System and <br /> all other features of its associated primary PSAP. The term includes a <br /> back-up PSAP that receives 911 calls only when they are transferred <br /> from the primary PSAP or on an alternate routing basis when calls <br /> cannot be completed to the primary PSAP. <br /> E. Enhanced 911 service. -- Directing a 911 call to an appropriate PSAP by <br /> selective routing or other means based on the geographical location <br /> from which the call originated and providing information defining the <br /> approximate geographic location and the telephone number of a 911 <br /> caller, in accordance with the FCC Order. <br /> F. ANI/ALI - Automatic Number Identification/Automatic Location <br /> Identification <br /> ARTICLE III. Conditions <br /> A. The services provided as a result of this Agreement are considered services <br /> to the general public and this Agreement shall not be construed to create <br /> an employer-employee, principal-agent or co-partnership relationship <br /> between the parties. <br /> B. The cost of operating the PSAP, the Interim Backup PSAP and the Backup <br /> PSAP shall remain the responsibilities of the respective parties. <br /> C. This Agreement applies to Enhanced 9-1-1 telephone calls that are not <br /> answered by the PSAP and therefore routed to the Interim Backup PSAP <br /> until the Backup PSAP is staffed. <br /> ARTICLE IV. Procedures <br /> In the event that it becomes necessary for Orange County 9-1-1 to activate the <br /> Orange County Backup Plan, the following steps will be initiated: <br />
