The rich diversity of our families is an asset to be woven into our processes and <br /> systems of support/service. FSA staff and partners will embed cultural responsiveness within our work. We will <br /> not tolerate discriminatory practices. <br /> Starting Early and Staying Long-Term. We work side by side with families from before birth through college, <br /> providing comprehensive support designed to impact a child's education and life trajectory. We support the <br /> success of the whole family. <br /> 3. Partner Mutual Expectations & Responsibilities: <br /> The following responsibilities are required of partners to ensure the effectiveness of the collaborative: <br /> All Partners: <br /> • Provide services and support that furthers the long-term mission and vision of all children in the zone <br /> graduating from high school prepared for college and career and the empowerment of their families and <br /> communities <br /> • Commit to using an equity and asset-based approach when working with families and planning services. <br /> Engage in ongoing discussion to strengthen our understanding and implementation in this area. <br /> • Refer eligible children,youth and caregivers to partner agencies when appropriate in order to provide <br /> comprehensive services to each family. <br /> • Assist in promotion, marketing, and outreach of FSA as opportunities arise. <br /> • Participate in the Efforts to Outcomes shared database system, completing all documentation necessary to <br /> launch and maintain the database. Participate in discussions and development of procedures to ensure <br /> client confidentiality in all aspects of our work. <br /> • Ensure that appropriate staff attend regularly scheduled meetings of the collaborative to discuss grant <br /> implementation, service coordination, and strategic direction. <br /> • Submit reports and provide additional information requested by the fiscal agent and backbone agency in a <br /> timely manner, including paperwork required for receipt of funds. <br /> • Participate in agreed upon processes that ensure accountability to services and supports committed to FSA- <br /> enrolled families and to deliverables outlined in FSA-related work plans, including reporting outlined in "FSA <br /> Collaborative Partners:Accountability& Reporting", incorporated by reference. <br /> • Agree to the budget allocation reported in the Funding Agreement for the current fiscal year. Funding <br /> allocations will be based in criteria agreed upon and discussed by partners with recommendations from the <br /> backbone agency.Amendments to the Funding Agreement will be discussed with partners for review. <br /> • Ensure appropriate child safeguarding protocols are in place when providing services to children, including <br /> the provision of childcare during adult-oriented programs, and agree to consider adoption of a formal child <br /> safeguarding policy, such as any relevant policy adopted by the FSA Advisory Council and incorporate into <br /> MOU by reference. <br /> • It is also recommended that all partner agencies be covered by General Liability insurance that includes <br /> sexual abuse/molestation coverage. <br /> Fiscal Agent: <br /> • The Orange County Partnership for Young Children has fiscal monitoring responsibilities for funds dispensed <br /> by United Way of the Greater Triangle, as follows: (1) review of partners' quarterly budget to actual reports <br /> and (2) review of partners'fiscal year audit. <br />
