She led North Dakota through their implementation of its <br /> SAMHSA/CMHS System of Care Grant (Partnerships Project) which transformed children's <br /> mental health services. During Ms. Hoesel's 10 year tenure as the director of the ND Mental <br /> Health and Substance Abuse Division, the state-wide Behavioral Health System was <br /> strengthened by implementing evidence-based treatment training and service delivery, training <br /> clinicians on process improvement and trauma-informed care, supporting the implementation <br /> of peer support and transition to independence, strengthening the substance abuse treatment <br /> licensure, and expanding prevention efforts. Ms. Hoesel served as the Executive Management <br /> Team Lead providing oversight and supervision to ND's Aging Services, Developmental <br /> Disabilities, Children and Family Services (Child Welfare), and Autism Services Divisions. Ms. <br /> Hoesel cultivated broad-based, department-wide expertise, working in the Legislative process <br /> and initiating and monitoring programs. <br /> Ms. Hoesel is trained on the Federal child welfare child and family services review process and <br /> is a Certified Child & Family Services Reviewer- Children's Bureau, as of February 2016. She compiled <br /> and authored a portrait of state services which provided a comprehensive review of services <br /> and supports for individuals with intellectual and developmental disabilities for North Dakota's <br /> State Council on Developmental Disabilities in 2015. <br /> Mihran Kazandjian, M.A. will serve as a Research Associate on the project and will assume <br /> primary responsibility for creating the geographic maps. Mr. Kazandjian has several years of <br /> experience in research, data collection, grant reporting and program planning. His professional <br /> research has focused on populations with mental illness and/or substance use disorders as well <br /> as the criminal justice population. Recently, Mr. Kazandjian has helped implement data <br /> collection and analyses of the activities and client characteristics of state mental health <br /> agencies. Mr. Kazandjian is proficient performing spatial analysis and map making using ESRI <br /> ArcGIS. Before coming to work at NRI, Mr. Kazandjian was a Lead Research Specialist for Oriana <br /> House, Inc., a substance abuse provider in Ohio. <br /> Amanda Wik, M.A. will serve as a Research Associate on the project. Ms. Wik will be <br /> responsible for administering the provider Survey, following up with non-responders, compiling <br /> information in electronic format, updating the SAMHSA Treatment Locator, and distributing the <br /> registry to community stakeholders.
