Page 3 <br />District Election for the Orange Cotmty Conunissioners <br />representation the remaining commissioner has given no indication of a <br />position. Even so, the majority of the Board appears to be merely going <br />through a process without any intent of allowing the voters of the county to <br />decide whether or not to have District Representation. <br />Since the Board has not in the past meaningfully dealt with this issue, and <br />even now does not appear to be moving forward to timely deal with the <br />matter, the community has asked me to introduce legislation that would <br />present to the people of the county a referendum do the following: <br />1. Expand the Board to seven (7) members. <br />2. Provide that all current Board members serve out their current term. <br />3. Provide for six (6) of the members to be elected from and by <br />identifiable districts. <br />a. Four (4) from the Chapel Hill Township <br />b. One (1) fiom the Hillsborough and Eno Townships and the <br />Efland precinct. <br />c. One (1) from the Bingham, Cedar Grove and Little River <br />Townships and the Cheeks precinct. <br />4. Provide for one (1) member to be elected at large. <br />S. Stagger the terms so that every two years county commissioners are <br />elected with three (3) elected in one cycle and four (4) in the next. <br />A copy of legislation to be introduced in the North Carolina House which <br />calls for the referendum described above along with a map showing the <br />Districts are attached. Sufficient copies of this letter, the legislation and the <br />map are enclosed so that you may share these with the other commissioners <br />if you choose. I encourage you and the other commissioners to join with the <br />one thousand plus petitioners, other community leaders from across the <br />county and me in supporting this legislation. I hope that you and the other <br />commmissioners will contact the other legislators that are elected in whole or <br />in part by Orange County and encourage them to support placing this issue <br />before the people of the county in the form of a referendum so that we may <br />144 <br />
