When first <br />presented, the Board set up a Study Commission to investigate the matter <br />and report back to the Board with a recommendation. I am told both by a <br />member of the Study Commission and a former County Commissioner <br />Board member then serving that the Study Commission recorrunended <br />District Representation. <br />The demographics of the County certainly confirm the need for District <br />Representation. The County has tluee very distinctly different communities. <br />There is the urban connnunity of Chapel Hill and Carrboro, the small town <br />communities of Hillsborough and Efland, and the very rural areas of White <br />Cross, Orange Grove, Cheeks precinct, Cedar Grove, and Caldwell. Each <br />community deserves a voice on the Board. It is not reasonable to assume that <br />any group elected primarily by one of these areas would be able to both <br />adequately and vigorously represent the interests of the other two and the <br />people who reside in those areas. <br />The County easily lends itself to division by districts. Yet, when the matter <br />first came before the Board, I am told by a former Board member then <br />
