(Local) <br />Sponsors: Representative Faison. <br />Referred to: Rules, Calendar, and Operations of the House. <br />March 28, 2005 <br />IAR <br />A BILL TO BE ENTITLED <br />AN ACT TO EXPAND THE BOARD OF COMMISSIONERS OF ORANGE COUNTY AND <br />PROVIDE FOR DISTRICT ELECTION OF MOST OF ITS MEMBERS. <br />The General Assembly of North Carolina enacts: <br />SECTION 1. Effective the first Monday in December of 2006, the Board of <br />Commissioners of Orange County shall consist of seven members. <br />SECTION 2. In 2006 and quadrennially thereafter, one member shall be nominated <br />and elected by the qualified members of the entire county. <br />SECTION 3. In 2006 and biennially thereafter, two members shall be elected from <br />District A to serve four -year terms. <br />SECTION 4. The two members elected at large in 2004 shall serve the remainder of <br />their unexpired term. <br />SECTION 5. In 2006, one member shall be elected from District B to serve a <br />two -,year term. In 2008 and quadrennially thereafter, the District B member shall be elected to a <br />four -year term. <br />SECTION 6, In 2006 and quadrennially thereafter, one member shall be elected <br />from District C to serve a four -year term. <br />SECTION 7. District A consists of Chapel Hill Township. District B consists of Eno <br />Township, Hillsborough Township, and Efland Precinct. District C consists of Bingham <br />Township, Cheeks Precinct, Cedar Grove Township, and Little River Township, <br />SECTION 8. The qualified voters of each district shall nominate candidates and <br />elect members who reside in the district for seats apportioned to that district. <br />SECTION 9. Sections 1 through 8 of this act shall become effective only if approved <br />by the qualified voters of Orange County, The Orange County Board of Elections shall hold a <br />referendum on the question on the Tuesday after the first Monday in November of 2005, The <br />question on the ballot shall be: <br />"[ ] FOR [ ] AGAINST <br />Expansion of the Orange County Board of Commissioners to seven members and <br />election of six of the members from districts." <br />The election shall be conducted in accordance with Chapter 163 of the General <br />littp: / /www.ncga.state,nc.us/ Sessions /2005Bills/Hotise /HTML /H91.3v I .html 4/25/2005 <br />
