January 21, 1953 <br />Commissioner's Meeting <br />Minutes <br />APPENDIX C <br />The Orange County Board of Commissioners met in an adjourned meeting, at <br />2:30 o'clock P. M., in the Courtroom of the County Courthouse, on Wednesday, <br />January 21, 1953• <br />Members present: Chairman R. 0. Forrest; Sim L. Efland and R. J. M. <br />Hobbs, Commissioners. <br />This meeting was held for the purpose of having a hearing to consider <br />the revocation of the 1952 -1953 Deer License issued to Brodie Powell, who <br />operates a place of business on Church Street Extension, near the Town of <br />Chapel Hill. <br />A, IT. Graham, County Attorney, conducted the hearing for the County Com- <br />missioners, and J. R. Farlow appeared for Brodie Powell. <br />Sergeant Coy E. Durham of the Chapel hill Police Department; Deputy <br />Sheriffs Albert Pendergrass and Prank Maddry; J. E. Crabtree, State Inspector <br />with the Halt Beverage Division; Mildred Holeman and Connie Bynum appeared as <br />witnesses in the hearing,. <br />After listening to all the evidence, the Board advised that it would <br />reserve its ,judgment in the matter until its next regular meeting on February 2, <br />1953 <br />A delegation of eighteen members appeared and presented a petition rela- <br />tive to legislation pertaining to increasim the membership of the Board of <br />County Commissioners to five. John Hawkins, spokesmen for the delegation, <br />stated thnt approximately 930 people had signed the petition. The petition <br />was worded as follows: <br />"We the undersigned petition the Orange County Board of Commissioners to <br />authorize our representative, John W. Dmstend, to present a bill to the General <br />Assembly for legislation. <br />"To increase our present three member Board of Commissioners and Board <br />of Education to e Five member Board. No two members on either board shall <br />come from the same township. The county commissioners will be elected by <br />majority vote of the entire county. Their term of office shall be four <br />years on a 2 -3 rotation basis every two years, thereby giving, the county <br />experienced members on the board at all times. No commissioner can succeed <br />himself in office for more than one term without missing a term.'' <br />This meeting was adjourned, to meet again on January 27, 1953, at 7:30 <br />o'clock P.
