LANDFILL REORGANIZATION WORK GROUP RECOMMENDATIONS <br />A motion was made by Commissioner Crowther, seconded by Commissioner Willhoit to <br />approve the resolution as stated below to authorize the Chair to sign and to direct the Clerk to transmit the <br />resolution to the governing boards of the Towns of Carrboro, Chapel Hill and Hillsborough. <br />RESOLUTION <br />ORANGE COUNTY GOVERNMENT <br />TO BE THE AGENCY <br />RESPONSIBLE FOR SOLID WASTE <br />DISPOSAL AND PROCESSING <br />WHEREAS, it is in the interest of all citizens of Orange County to have a comprehensive solid waste <br />management system to handle their solid waste, and <br />WHEREAS, all municipalities, and the County have a stake in the operation and development of an <br />efficient and effective solid waste management system in Orange County, and <br />WHEREAS, the current landfill has approximately 8 years of disposal capacity and the process for <br />electing, acquiring, financing, purchasing property, permitting, development and construction <br />of a new landfill will take approximately 8 - 10 years, and <br />WHEREAS, The towns of Chapel Hill, Carrboro, Hillsborough and Orange County have worked for years <br />to develop a comprehensive solid waste management plan and identify a solid waste <br />disposal facility, and <br />WHEREAS, there is universal dissatisfaction with the pace the current process is taking for selecting a <br />disposal facility, and development and implementation of a solid waste management plan, <br />and <br />WHEREAS, proper disposal of our community's solid waste is first and foremost a public health issue, and <br />WHEREAS, Orange County is the only government entity in Orange County with statutory responsibility <br />for public health, and <br />WHEREAS, it will be incumbent upon Orange County to soon take action to fulfill its statutory obligation, <br />to assure adequate provision of solid waste disposal and management prior to the closing of <br />the current landfill, and <br />
