Minority Report <br />Page Two (2) <br />89 <br />o The 1992 Edition, FORMS OF GOVERNMENT OF NORTH <br />CAROLINA COUNTIES, compiled by Joseph S. Ferrell <br />staff member, Institute of Government, UNC- Chapel <br />Hill, clearly reveals that sixty -one (61), of <br />North Carolina's one hundred (100) counties, use <br />the election process currently in Orange County to <br />elect county commissioners. <br />Mr. Ferrell, stated in his presentation to the <br />Task Force that the current system to elect County <br />Commissioners used in Orange County is legal and <br />does not fall under any category that would be in <br />violation of the Voting Rights Act. Fairness is <br />simply a political judgement. <br />In the final analysis, endorsers of the "Minority <br />Report ", believe that a recommendation has been made on <br />perception and not on conclusive and supportive data and <br />community responses provided to the Task Force on the <br />Process For Electing County Commissioners.
