Minority Report
Page Two (2)
89
o The 1992 Edition, FORMS OF GOVERNMENT OF NORTH
CAROLINA COUNTIES, compiled by Joseph S. Ferrell
staff member, Institute of Government, UNC- Chapel
Hill, clearly reveals that sixty -one (61), of
North Carolina's one hundred (100) counties, use
the election process currently in Orange County to
elect county commissioners.
Mr. Ferrell, stated in his presentation to the
Task Force that the current system to elect County
Commissioners used in Orange County is legal and
does not fall under any category that would be in
violation of the Voting Rights Act. Fairness is
simply a political judgement.
In the final analysis, endorsers of the "Minority
Report ", believe that a recommendation has been made on
perception and not on conclusive and supportive data and
community responses provided to the Task Force on the
Process For Electing County Commissioners. Therefore, it
is requested that this report become a part of the official
documents and recommendations to be submitted to the Orange
County Board of Commissioners.
SIGNATURE DATE
IGNATUR9 DATE
IG1 YJa 7- ,97'-9.5
NATURE DATE
