GLEUIIILL <br />E~Ai:AIL: A=~ivalul~'.ildll~n ruundh c.nn <br />RE: Modification in the Structure of Boards of County <br />Commissioners <br />Dear Board Members: <br />At the request of the Board of Commissioners, the County <br />Manager, County staff and I have put together a report to you <br />concerning modification to the structure of Boards of County <br />Commissioners, The report includes this legal analysis, <br />historical and other relevant information. This report was <br />requested by the Board of Commissioners in response to a <br />petition made to you by a number of Orange County citizens <br />seeking a change from the present at-large system of nominating <br />and electing Commissioners to a system combining district <br />nomination and election with at large nomination and election. <br />P_fter that petition was presented to you, Representative <br />Faison introduced House Bill 913 which, if approved by the <br />General Assembly, would require a referendum in Orange County on <br />whether to expand the Board of County Commissioners to seven <br />members,' The structure proposed by House Bill 913 would nominate <br />and elect one Commissioner at large, four from one district, the <br />boundaries of which include all of Chapel Hill Township, and two <br />from each of two districts, one consisting of Eno Township, <br />'House Hill 913 and correspondence between Commissioner Carey and <br />P.epresentative Faison regarding House Hill 913 is together Appendix T to the <br />staff report. <br />
