The demographics and the need for more <br />diversity on boards and commissions, a primer for citizens, and district <br />elections and one person/one vote are noted on this follow-up document as <br />being commented on (to some unknown degree) at the meeting, It appears <br />that there were no materials in the retreat agenda package which addressed <br />this topic, <br />One month later, at the Board's February 15, 1999 work session, the Board <br />addressed "District Elections for County Comrtussioners". The minutes <br />from the meeting (see Appendix R) note that Commissioner Moses Carey, <br />Jr. asked that the Board consider a public hearing on the issue. The minutes <br />detail the responses of the comnrissioners. <br />Following this discussion, it appears that the issues of district election and <br />structure for the Board of Commissioners were not discussed again by the <br />Board until the submission of the petition on January 24, 2005, which led to <br />the development of this report. <br />No record was found of a discussion by the Board of County Commissioners <br />of district election and structure of the Board of County Conunissioners in <br />
