It <br />included statistical information relevant at that tune and a possible district <br />plan, and the County Attorney's legal analysis (included in the legal <br />framework portion of this 2005 report) was provided at the meeting, The <br />minutes for that meeting as well as the agenda materials are provided at <br />Appendix N. Commissioner Alice Gordon stated that she felt the districts on <br />the proposed plan had "no political coherence." Chair Carey noted that the <br />plan "would increase the probability that citizens who live in rural areas will <br />have a reasonable chance of being elected." Three citizens then provided <br />comments to the Board. The Board discussion ended with Commissioners <br />William Crowther and Stephen Halkiotis stating that they may work on a <br />plan that has seven districts acrd the Board deciding that the issue of districts <br />for commissioner elections would "not appear again on an agenda unless it <br />is requested by a County Commissioner." <br />The Board of Commissioners discussed the issue of Board membership <br />again two years later at the Board's .Tune 22, 1998 regular meeting. As in <br />1996, it was addressed as two separate agenda items, one a decision item and <br />the other a report. During the discussion on election of Board members at <br />
