33 <br />The nunority report from the task force, in duestioning the primary <br />conclusion of the principal report, cited limited responses (161) from the <br />public that the task force had received as insufficient to conclude that the <br />public believed the current Commissioner election method was unfair. The <br />minority report further stated "because the 161 responses did not represent a <br />controlled random sampling of the Orange County voting population, no <br />accurate or supportive conclusions can be drawn". <br />As noted in the minutes of the August 4, 1993 meeting, the Board of <br />Commissioners received the report from the task force. No information on <br />additional discussions regarding the task force report or on district <br />representation was found during the preparation of this 2005 report. <br />The next occasion for BOCC discussion of Board membership occurred at <br />the August 20, 1996 regular meeting when the issue was addressed. The <br />minutes and agenda materials for the discussion are provided at Appendix L <br />and Appendix M. As noted in the minutes (Appendix L), Commissioner <br />Moses Carey, Jr., as Chair, proposed that "tlie Board consider electing the <br />County Commissioners using a Residential District Election Plan as <br />described in the agenda", Chair Carey's proposal, as explained in the <br />
