32 <br />citizens in the county" and noted the lack (perceived or real) of rural <br />representation on the Board of Commissioners as expressed to the task force <br />as part of task force meetings and citizen surveys. The task force reached <br />this conclusion on a S to 3 vote. This lack of unanimity contributed to the <br />submission of a minority report. <br />The Final Report concluded that the current at large method of electing <br />Commissioners needed to be replaced with either 1) a District/At-Large <br />forrrrat in which the Board was expanded to seven members, five members <br />being elected by districts and two being elected on a county-wide basis (this <br />would be a Combination of Pure At-Large and Pure District election method <br />as described elsewhere in this report); or 2) a Proportional <br />Method/Cumulative Voting format which would maintain Board <br />membership at five and allow each voter to cast up to five votes for <br />comnrissioner, splitting those votes between candidates as desired or perhaps <br />casting all five votes for one candidate. It is important to note that this <br />second alternative would have and would still require specific legislation <br />since this method is not provided for in the general law with respect to the <br />modes of structuring boards of county commissioners. <br />
