30 <br />Appendix F, Commissioner Alice Gordon provided a memorandum and <br />attachment (Appendix G) to other Board members regarding the township <br />residence of Board of Commissioners members since 1954 "because of <br />recent questions concerning the number of commissioners who have resided <br />in Chapel Hill Township". As noted in the June 24, 1992 memorandum, <br />1954 was largely chosen as the beginning point for review since that was the <br />year, as noted above, when the Board expanded from three to five members. <br />Commissioner Gordon's memorandum noted that during the 38-year period <br />covering 1954 to 1992, there were 18 years during which 3 of the 5 <br />commissioners were residents of Chapel Hill Township and 10 years when 2 <br />of the 5 commissioners were Chapel Hill Township residents. <br />As follow-up to Commissioner Gordon's memorandum, the Board of <br />Conunissioners held a public hearing on September 28, 1992 for the <br />"purpose of receiving information on district representation and citizen <br />comments on this topic". Information from this meeting is provided at <br />Appendix H and includes asign-up list of citizens attending the meeting <br />along with aone-page summary of information on the structure of boards of <br />commissioners which was apparently presented at the meeting by Joseph S. <br />Ferrell of the LTNC Institute of Government (now the School of <br />
