25 <br />The most prevalent framework utilized for electing members of boards of <br />county commissioners across the state is the Pure At-Large method, which is <br />employed in 44 counties, including Orange County. Other counties using <br />this method include Alamance, Catawba, Durham, Person, and Union. <br />The DistrictlAt-Large method is the next most utilized forrrrat with 18 <br />counties electing commissioners under this scenario. A sampling of counties <br />operating under the District/At-Large framework includes Chatham, <br />Johnston, Moore, Randolph, and Walce. <br />Caswell, Cumberland, Forsyth, Guilford, and Mecklenburg are among the <br />sixteen counties that follow the Combination of Pure At-Large and Pure <br />District method of electing commissioners. It is worth noting that Forsyth <br />and Chowan counties' methods include multiple member districts and one <br />at-large seat.
