23 <br />ELECTION METHODS FOR BOARDS OF COUNTY <br />COMMISSIONERS IN NORTH CAROLINA <br />As a point of information and frame of reference in consideration of the <br />request for district representation for the Orange County Board of <br />Commissioners, a background of knowledge regarding the election methods <br />for boards of county commissioners in North Carolina's 99 other counties <br />may prove insightful. The North Carolina Association of County <br />Commissioners (NCACC) maintains a listing of the methods used in all 100 <br />counties, and this listing is provided at Appendix B. <br />Based on the information from NCACC, and some follow-up with <br />individual counties by Orange County, there are currently seven general <br />methods being utilized for the election of county commissioners across tkre <br />state. Those methods are: <br />1) Pure At-Large -All commissioners are nominated and elected <br />on a countywide basis. <br />2) Pure District -All commissioners are nominated based on <br />residency in a district and elected by that respective district, <br />3) DistricbAt-Large -All commissioners are nominated based on <br />residency irr a district and then elected on a countywide basis. <br />
