I see the logic in a conclusion <br />that if electoral districts can be changed without concern for <br />population equality they ought to be able to be created without <br />concern for population equality. However, I don't yet see the <br />statutory authority for this to be done logically. Without <br />intending to bog you down in dialogue over this point, if you <br />have any thoughts that might help me reach your conclusion, 1'd <br />love to hear them. <br />12 <br />Again, Michael, thank you very much for your help with this <br />redistricting issue. As a last thought, it is likely that the <br />County Commissioners' interest in creating residency electoral <br />districts will not result, in the short term at least, in a <br />change in the structure of the Orange County Board of <br />Commissioners. I reached this conclusion after listening to the <br />Board of Commissioners discuss the issue during a meeting it held <br />on October 1, 1996.
