In addition to serving the unserved, <br /> Open Broadband believes there is strong potential to gain customers that are underserved(a `halo <br /> effect') and customer revenue growth will make the venture profitable by year 4. <br /> Project Payments: <br /> Upon award of contract: $260,000 <br /> Contract date plus 120 days: $ 80,000 <br /> Contract date plus 210 days: $ 80,000 <br /> Contract date plus 300 days: $ 80,000 <br /> Total: $500,000 <br /> The start date for the project will be the date initial funds are received. These initial funds will be <br /> used for network build. The first customer will have active service within 6 months of start date. <br /> Project payments will be based on Orange County's satisfaction that Open Broadband is meeting <br /> the Performance Measures and is satisfied with the Monthly Reporting as described below. <br /> These project payments will be used for direct and indirect costs during the year as customer <br /> deployments progress. Examples of direct costs include the salary and benefits of employees, <br /> travel,professional development, equipment, and contracted services directly related to the <br /> contract activities. Indirect costs are expenses incurred that are necessary for general company <br /> activities, including payroll, human resources, administration, and IT support. <br /> Open Broadband will open a bank account specific to the Orange County project, and monthly <br /> financial reports will be provided to Orange County by a licensed CPA. <br /> Expansion of service will continue over 36 months to cover Areas 1, 2, 3, and 10. <br /> Performance Measures: <br /> • Minimum broadband speeds offered: Open Broadband will build a broadband network to <br /> meet a minimum of 25Mb x 3 Mb speed. Measurement will be made via online speedtest <br /> results. County may pre-define locations where such speed tests will be made. <br /> • Coverage Area: Open Broadband will build a broadband network to reach 90%+ of the areas <br /> in the Scope of Work. The county may designate specific addressed within the target areas <br /> where service speeds will be tested. Open Broadband will invite Orange County to tower <br /> installation days to view the work taking place. Pictures of antenna and equipment <br /> installation will also be taken and provided via the monthly reports. The monthly reports will <br /> display activated customers by their address. <br /> • Faster speeds: To the extent possible, Open Broadband will offer faster speeds to qualifying <br /> locations that can be technically served.
