GRANT FUNDING: Up to $500,000.00 (five hundred thousand dollars) <br /> E. SERVICE PERIOD: Orange County will decide based on winning bid or bids <br /> F. EXPANSION: Provides a comprehensive broadband infrastructure <br /> that can be expanded to serve other areas of Orange County when <br /> deemed practicable <br /> G. ACCESS TO ASSETS: Access to assets owned or controlled by Orange <br /> County that are detailed in Section 3.1 and Appendix C. Orange County <br /> will also consider entering into service contracts with prospective <br /> vendors. <br /> 2. Eligible Vendors <br /> Eligible applicants will meet the following requirements: <br /> • A Private For-Profit business licensed to operate in NC <br /> • Minimum of five years of operations providing high-speed Internet <br /> service. <br /> • Be in good financial standing. Applicants should have a positive cash <br /> flow, a positive credit history and must provide an audit. Financial <br /> documents that must be submitted along with this application are <br /> outlined in Section 11.4. <br /> Orange County reserves the right to reject all proposals and may select multiple <br /> Vendors to provide service. <br /> Each Vendor will be an independent contractor that provides all design, <br /> construction, and operation services for the Network(s). Orange County will <br /> have no ownership in the Vendors) that own(s) and operates the Network(s). <br /> Orange County contract(s) with the Vendor(s) do not constitute franchise(s). <br /> Orange County does not plan to regulate generally Vendor(s)' business <br /> activities, nor to grant Vendor(s) a franchise for its activities and operations. <br /> Orange County expects that the contracts and property instruments associated <br /> with this effort shall establish terms and conditions governing the use of public <br /> assets that are utilized by Vendors) in its service delivery to its customers. <br /> 3. County Offerings <br /> If requested and possible, Orange County will leverage existing business <br /> relationships with some or all of its partner organizations, e.g., municipalities, <br /> schools, colleges and universities, to facilitate access agreements. The county <br /> may provide access to assets, grant funding, and assistance by demand. <br /> 3.1 Access to assets <br /> Orange County will provide Vendor(s) with access to a common pool of the <br /> assets, services and infrastructure to the extent available and needed by the <br /> Vendors) for deployment of the Network(s). Infrastructure may include, but <br /> will not be limited to, conduit, fiber, poles, substations, rack space, nodes, <br /> buildings, facilities, central office or switch locations, available land, and other <br /> assets and services identified in Appendix C.
