Orange County is seeking broadband solutions and <br /> business models that are innovative, scalable and serve today's needs, thereby <br /> providing maximum benefit to Orange County residents. <br /> Goals <br /> 1. Create a scalable broadband solution to foster innovation, drive <br /> job creation, stimulate economic growth, and serve new areas of <br /> development in the community <br /> 2. Provide a flexible menu of retail services that improves service to <br /> the following eligible service areas: <br /> a. Unserved areas - Offer new or enhanced service in unserved <br /> areas ofthe county (Appendix B) <br /> b. Single wireline service provider areas - Offer new or <br /> enhanced service in underserved areas of the county <br /> (Appendix B) <br /> 1.1 Eligible Service Areas <br /> Orange County has identified three areas in need of new or improved service: <br /> 1. Unserved areas (Map A, Appendix B) <br /> 2. Underserved areas (Map A, Appendix B) <br /> 3. Single service provider areas (Map A, Appendix B) <br /> A single vendor or multiple vendors may submit proposals to serve all or <br /> some of the service areas. Each service area proposal should include <br /> potential households served. Each service area proposal will be evaluated <br /> separately. <br /> 1.2 Service Area Specifications <br /> 1.2.1 Unserved and Underserved Areas <br /> The provider(s) of the Network(s) in both the unserved and underserved areas <br /> will take responsibility to design, engineer, construct, project manage and equip <br /> the Network(s). Network(s) access should include building up to the end user <br /> drop point or the end user Network(s) interface device. In addition, the <br /> Vendors) will bear all the operating and maintenance costs, including insurance <br /> costs and relevant taxes of the Network(s). Vendors) should also demonstrate a <br /> clear and continuous upgrade path for the Network(s) to meet future consumer <br /> demand, business demand, community anchor institution demand, and service <br /> developments. <br /> A. SPEED: 25 Mbps download (down) and 3 Mbps upload (up) wired or <br /> wireless solutions. Preference will be given to Vendors offering higher <br /> networkspeeds. <br /> B. PREFERRED SERVICES: The infrastructure should be able to support <br /> delivery of internet protocol(IP) voice, data, and video services, and <br /> tele-health solutions. <br /> C.
