Ia
Attachment 3 (pp 19 -22) contains tables, prepared by the Durham - Chapel Hill - Carrboro
Metropolitan Planning Organization (DCHC MPO) Lead Planning Agency (LPA), that list project
changes between the 2004 -2010 DCHC MPO local supplement and the Draft 2006 -2012 STIP
showing how those changes — mostly, delays in initiation and completion of projects - could
affect the Air Quality Conformity Determination for the MPO. Although the delays do not appear
to be cause for alarm, there could be some impacts.
Attachment 4 (pp 23 -24) gives the status of projects in the Orange County Transportation
Priority List submitted to the NCDOT for consideration for funding in the 2006 -2012 STIP,
The Durham - Chapel Hill- Carrboro Metropolitan Planning Organization (DCHC MPO) must
develop a Metropolitan Transportation Improvement Program (MTIP) consistent with the STIP,
The Technical Advisory Committee (TAC) will review and comment on the Draft MTIP at its
meeting on May 18, 2005, at which time the TAC will release the Draft MTIP for a 21 -day public
comment period. Orange County TAC members will meet in a one -on -one session with
NCDOT staff and the Division 7 Board of Transportation Member in May to discuss /resolve
flagged issues. The public hearing for the Draft MTIP is scheduled for June 8, 2005,with the
TAC approval of the MTIP in August,
FINANCIAL IMPACT: There is no financial impact associated with this item.
RECOMMENDATION(S): The Manager recommends that the Board receive the information
regarding the Draft 2006 — 2012 Transportation Improvement Program, and direct staff
regarding comments.
