ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: May 3, 2005 <br />Action Age~d~ <br />Item No. <br />SUBJECT: Implementation of 60-40 Capital Funding Policy <br />DEPARTMENT: Manager/Budget PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Tables/Spreadsheets <br />(previously distributed in BOCC notebooks) <br />INFORMATION CONTACT: <br />John Link or Rod Visser, ext 2300 <br />Donna Dean, ext 2151 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To determine which method will be used for implementing the Board's policy <br />related to school and County capital funding. <br />BACKGROUND: At the Board's March 31, 200,5 work session, the Board received a <br />presentation from staff regarding options to "operationalize" the BOCC's November 2004 policy <br />that earmarks 60 percent of capital funding for school projects and 40 percent of capital funding <br />for County projects for the next ten years, The Board received a more detailed explanation of <br />the policy options and implications at their April 20 work session, and indicated intentions to <br />refrain from making any formal policy decision until after a similar presentation and discussion <br />could be conducted for members of the two school boards during a joint work session an April <br />26, 2005, In conclusion to that April 26 discussion with the two school boards, the BOCC <br />indicated its intention to consider a decision on implementation of the 60-40 capital funding <br />policy at its next regular meeting on May 3, 2005. <br />Detailed tables and spreadsheets showing calculations and funding allocations resulting from <br />the various options have previously been distributed and reviewed. Staff will distribute prior to <br />the May 3 meeting a matrix that summarizes the major elements and implications of each <br />option, and be prepared to review that with the Board as an aid to decision making. <br />FINANCIAL IMPACT: To be determined based on which option is chosen to allocate capital <br />funding among Orange County and the two school systems for the 2005-15 Capital Investment <br />Plan period. <br />RECOMMENDATION(S): The Manager recommends that the Board choose for <br />implementation one of the options presented, or a modified version thereof, and provide any <br />additional direction to the Manager and staff, <br />
