ATTACHMENT1 4 <br />NOTICE OF PUBLIC HEARING <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />A public hearing will be held in the Judge F. Gordon Battle Superior Courtroom of the <br />New Orange County Courthouse, 106 E. Margaret Lane, Hillsborough, North Carolina, on <br />Monday, May 23, 2005, at 7:30 PM for the purpose of giving all interested citizens an <br />opportunity to speak for or against the following items: <br />A. PUBLIC HEARING ITEMS <br />1. Orange County Flood Damage Prevention Ordinance Amendments <br />Purpose: Orange County proposes amendments to the existing Flood Damage <br />Prevention Ordinance. The County first joined the FEMA -National Flood Insurance <br />Program (NFIP) in 1975 and entered the regular phase of the NFIP on March 16, <br />1981 when it enacted the Flood Damage Prevention Ordinance. This is also the <br />same effective date of the Flood Insurance Rate Map (FIRM) flood maps referenced <br />in the ordinance. The BOCC last revised the ordinance in 1995. <br />The revisions are proposed because the State of North Carolina Emergency <br />Management has developed a new model flood damage prevention ordinance far <br />non-coastal jurisdictions, like Orange County. Amendments that go beyond the <br />minimum flood damage prevention standards are required far jurisdictions wanting to <br />participate in the Community Rating System (CRS) program. Region IV of FEMA <br />(the Atlanta region, which includes the Carolinas, Georgia, and Florida) suggests the <br />new model ordinance be adapted and administrative procedures for the issuance of <br />a floodplain development permit be in place in order to initiate participation in the <br />CRS program. Improved development permit procedures can improve insurance <br />ratings because of a better CRS rating. <br />a. Amend the existing Flood Damage Prevention Ordinance according to <br />FEMA Region IV suggestions and the new State of North Carolina model for <br />non-coastal jurisdictions, <br />b. Continued participation in the Community Rating System (CRS), and <br />c. Review Administrative Procedures for the issuance of floodplain <br />development permits. <br />2. Orange County Land Use Element Update Text Amendments <br />Purpose: Amendments, in the form of a complete re-write and reformatting, to the <br />Land Use Element are proposed. The purpose is to provide a complete update to <br />the Land Use Element of the County s Comprehensive Plan to address the many <br />changes that have occurred in the County since the Land Use Element was <br />
