9
Construction of segments of this greenway would be part of future phases of
the park.
• Archaeological Site:The cultural and archaeological survey done for the site
in 2002 identified a Archaic age rhyolite quarry site on a hill in the western
part of the property (Future Phases/Possible Educational Facility or Park).
Further investigation was recommended While no activity is planned for this
part of the site (a smaller"bartering site"was identified near the proposed
schools),the Board may wish to consider when and whether to pursue
further archaeological study(perhaps in conjunction with the UNC
Department of Archaeology)
• Proposed Villages at Berkeley Subdivision:A proposed subdivision on land
immediately south of the Twin Creeks property was submitted to Canboro
in 2003 as a concept plan. It is staff's understanding that the developer, MI
Homes, has recently submitted a CUP application of their own for the site.
The developers have met with staff to review plans, although not in the last
several months. County staff propose to meet with Town staff soon to review
any recent activity on this property and any proposed plan. Of note is the fact
that the Town staff and developer had previously suggested that the park and
subdivision have a shared entrance road(a short portion of Twin Creeks
Parkway from Old 86 to the subdivision roads, with the road diverging near
the proposed picnic shelter in Phase I).Any additional information received
by the time of the meeting will be shared by staff
• Twin Creeks Park Operation and Maintenance Costs: Costs associated
with operation and maintenance of Twin Creeks Park were reflected in the
draft Recreation and Parks Strategic Management Plan reviewed by the Board
earlier this year.
