DocuSign Envelope ID:79C5D167-B6CA-4E59-B4AC-AA38CC1 B20BD <br /> Orange County Emergency Services <br /> Exposure Control Plan ` <br /> 17 32 <br /> Roles and Responsibilities <br /> Department Director: <br /> • The tasks of managing the department Occupational Health and Safety and <br /> Exposure Control Programs are delegated to appropriate staff as noted below. <br /> The ultimate responsibility for the health and welfare of all personnel remains that <br /> of the Department Director. <br /> Designated Exposure Control Officer: <br /> • The Exposure Control Officer is the Staff Officer in Life Safety Management for <br /> Orange County Emergency Services. The designated officer shall: <br /> o Develop a schedule and method of implementation for the various <br /> requirements of the OSHA BBP Standard. <br /> o Identify training needs for all OCES related personnel regarding OSHA <br /> standards for bloodborne pathogens and PPE. <br /> o Evaluate possible personnel exposures to communicable diseases and <br /> coordinate communications between the Department Director, the Medical <br /> Director, area hospitals, UNC Hospital Occupational Health Services, <br /> Local and State Health Departments. <br /> o Collect quality assurance data on the Exposure Control Program. <br /> o Notify the EMS Operations Manager and Medical Director if quality <br /> assurance data indicate a safety hazard requiring immediate attention. <br /> o Conduct spot inspections of on-scene and workplace operations to assure <br /> compliance with department Exposure Control policy. <br /> o Coordinate the immunization program and maintain immunization records. <br /> o Maintain a confidential database of exposure incidents and follow-up <br /> treatment visits, in conjunction with the UNC Hospital Occupational Health <br /> Services. <br /> o Provide technical expertise in the revision of the Exposure Control Plan. <br /> o Keep abreast of new developments in the field of Exposure Control and <br /> make appropriate recommendations to the EMS Director and revisions to <br /> the Exposure Control Plan as needed. <br /> o Enforce compliance of the Exposure Control Plan, polices and <br /> procedures. <br /> o Develop and deliver a comprehensive exposure control educational <br /> program, which complies with OSHA Regulation 29 CFR Part 1910.1030. <br /> o Not allow new personnel to assume emergency response duties until <br /> initial medical evaluation, immunizations, and Exposure Control training <br /> has been completed. <br /> Revised July,2018 <br />
