DocuSign Envelope ID:79C5D167-B6CA-4E59-B4AC-AA38CC1 B20BD <br /> Orange County Emergency Services <br /> System Plan <br /> 1n <br /> aO °A Mass Gathering Plan <br /> Definitions / Background: <br /> • CPR & 911 Access: <br /> o Event staff and/or safety personnel have the capability to notify 911 <br /> of any medical emergency and to provide CPR/AED access (within <br /> 5 minutes, 90% of occurrences). <br /> • Medical Aid Station with EMT: <br /> o A fixed or mobile facility with the ability to provide first aid level care <br /> staffed by at least one Emergency Medical Technician or higher <br /> skill level personnel. <br /> o First Aid level care is defined as treatment of minor medical <br /> conditions and injuries by care providers that have received training <br /> in First Aid. <br /> ■ Examples of First Aid are: <br /> • Cleaning <br /> • Bandaging simple wounds such as scrapes and <br /> shallow cuts <br /> • Providing cold packs for musculoskeletal strains and <br /> bruises <br /> • Giving drinking water and providing a place to rest for <br /> mildly dehydrated patients <br /> ■ Examples of a First Aid Station are: <br /> • Tent <br /> • Clinic <br /> • Ambulance or vehicle of some type <br /> ■ First Aid stations must have 911 Communications capability. <br /> o EMTs must be fully credentialed with an Orange County franchised <br /> ambulance provider agency. <br /> o First Aid Stations must notify the Orange County 911 Center once <br /> their operations begin and again when they are concluded. <br /> • Medical Aid Station with Paramedic: <br /> o A similar facility to the one listed above, but staffed by at least one <br /> Paramedic. <br /> ■ Paramedics must be fully credentialed with an Orange <br /> County franchised ambulance provider agency. <br /> o The First Aid Station must notify the Orange County 911 Center <br /> once their operations begin and again when they conclude. <br /> Revised September, 2018 <br />
