DocuSign Envelope ID:79C5D167-B6CA-4E59-B4AC-AA38CC1 B20BD <br /> Orange County Emergency Services <br /> System Plan <br /> �`>r%t . e°oo <br /> n <br /> °r'17 �xr°"'°A Mass Gathering Plan <br /> Responsibilities: <br /> • Event Planner(s): <br /> o The Event Planner(s) will be responsible for notifying OCES of <br /> planned mass gathering events. <br /> o For private events, the event planner is responsible for notifying <br /> OCES. <br /> o For public events, the law enforcement authority having jurisdiction <br /> should coordinate with OCES to provide the requisite medical <br /> coverage. <br /> o Notification of OCES must occur no later than 60 days prior to the <br /> scheduled event. <br /> o The event planner(s) are responsible for the following: <br /> ■ Involving OCES, Fire, and Law Enforcement in early <br /> planning efforts. <br /> ■ Providing ground plans, building plans, or site plans to <br /> response agencies. <br /> ■ Providing accurate estimates of the possible attendance at <br /> the gathering and all activities expected. <br /> ■ Clearly identifying any special hazards that may be present <br /> at the gathering such as pyrotechnics, mechanical / vehicle <br /> competitions, etc. <br /> ■ Maintaining a copy of the approved medical plan that shall <br /> be retained by the event planner and OCES. <br /> • Emergency Services Staff: <br /> o OCES personnel will provide medical coverage for mass gathering <br /> incidents. <br /> o Based on the anticipated attendance and special hazards, OCES <br /> staff will develop an incident-specific operation plan with clear <br /> definitions of appropriate dedicated event-specific response, triage, <br /> treatment, and transport capabilities. <br /> o Participate in the Incident Action Plan (IAP) planning process. (See <br /> Appendix) <br /> o Submit a medical plan (ICS 206) that has been crafted in <br /> collaboration with OCES and approved by both the OCES <br /> Operations Manager and the OCES Medical Director. <br /> Revised September, 2018 <br />
