DocuSign Envelope ID:79C5D167-B6CA-4E59-B4AC-AA38CC1 B20BD <br /> Orange County Emergency Services <br /> System Plan <br /> �`>r%t . e°oo <br /> n <br /> °r'17 �xr°"'°A Mass Gathering Plan <br /> Objective: <br /> • To provide guidance to Orange County emergency response agencies to <br /> establish minimum medical services so that inter-agency planning and <br /> response to a mass gathering incident is managed effectively. <br /> Introduction: <br /> • To establish the capabilities to respond effectively to a planned or <br /> impromptu mass gathering incident, this plan defines the responsibilities of <br /> both the event planners and Orange County Emergency Services (OCES) <br /> personnel. <br /> • A mass gathering incident is defined as any incident involving the <br /> expected or actual presence of people in a venue or area for a specific <br /> purpose or time that by the nature of the gathering poses a threat to the <br /> health, safety, and welfare of the community or participants. <br /> • Mass gatherings include planned events like street fairs and festivals, <br /> sporting and entertainment events, and political rallies, and impromptu <br /> events, such as post-sporting-event street celebrations. <br /> • The North Carolina Fire Code requires that appropriate plans be <br /> developed for the safety and medical care of persons at mass gathering <br /> incidents. <br /> • This plan defines the responsibilities of the OCES system in providing the <br /> safety and medical care for people at mass gatherings. <br /> Revised September, 2018 <br />
