Blackwood, <br />919.245.2900 <br />Jennifer Galassi, Legal Advisor to the <br />Sheriff, 919.245.2952 <br />PURPOSE: To ratify a 2011 Amendment and to approve Amendment #2 to the Health Services <br />Agreement for the Orange County Detention Center. <br />BACKGROUND: Since 2009, the County has contracted with Southern Health Partners (SHP) <br />to provide a structured and comprehensive medical program for inmates housed in the Orange <br />County Detention Center (OCDC). A 2011 Amendment to the contract memorialized a new <br />annualized contract price, which reflected a scheduled 3% renewal fee increase. Additionally, <br />the Amendment introduced a two -tier Outside Cost Pool, instituting a cost - sharing arrangement <br />with annual limits set at $60,000 (first tier) and $140,000 (second tier). Details related to the <br />cost - sharing arrangement are set out below in Financial Impact. <br />The proposed Amendment #2 incorporates updates to SHP's standard contract language while <br />also, and more significantly, increasing medical and support personnel staffing from 12 hours <br />per day, seven (7) days per week to 18 hours per day, seven (7) days per week. The staffing <br />increase results in an additional annual cost to the County of $60,540.48. <br />FINANCIAL IMPACT: Effective October 15, 2018, the total new contract price is $377,745.36, <br />which includes a renewal contract price increase of 3% over the prior year and includes the <br />increased staffing costs. Sufficient funds are available to cover these increased costs in FY <br />2018 -19 as the Sheriff's Office encumbered these funds in FY 2017 -18 for use in FY 2018 -19. <br />The Agreement provides a $60,000 cost pool to cover costs associated with all medical, dental, <br />and mental health services for inmates received outside of the OCDC. If these services exceed <br />$60,000 in any contract year, SHP and the County will be equally responsible for excess costs <br />up to $140,000. If costs exceed $140,000.00 in any contract year, the County will be <br />responsible for one hundred percent (100 %) of the costs in excess of $140,000. <br />
