1 <br />ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: September 20, 2018 <br />Action Agenda <br />Item No. 8 -b <br />SUBJECT: ADDroval of Senior Lunch Caterer Contract with Nantucket Cafe, Inc. <br />DEPARTMENT: Aging <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Contract Janice Tyler, 919 - 245 -4255 <br />PURPOSE: To approve the food service caterer contract with Nantucket Cafe, Inc. to provide <br />noon meals for the Home and Community Care Block Grant - funded Senior Lunch Program at <br />the Seymour and Passmore Centers for the period July 1, 2018 to June 30, 2019 with an <br />optional one year extension. <br />BACKGROUND: The Orange County Department on Aging assumed administration of the <br />Senior Lunch Program in July 2009. The purpose of this program is to provide a nutritious noon <br />meal to persons 60 years and older. A request for proposals was issued by Orange County <br />Purchasing in May 2018 for a caterer to provide the meals for Fiscal Year 2018 -19, with an <br />option of one year renewal. The bid selected was from Nantucket Cafe, Inc., the current caterer <br />for this service. The cost per meal will increase from $6.50 to $6.65. With this contract the total <br />cost of meals purchased will not exceed $250,000. <br />FINANCIAL IMPACT: The majority of the cost for the Senior Lunch Program is reimbursed by <br />the NC Division of Aging and Adult Services. The balance of the funding is provided by Orange <br />County and the Towns of Carrboro and Chapel Hill. These funds are included in the current <br />operating budget. Donations are also collected from the participants. <br />SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br />this item: <br />• GOAL: ENSURE ECONOMIC SELF - SUFFICIENCY <br />The creation and preservation of infrastructure, policies, programs and funding necessary <br />for residents to provide shelter, food, clothing and medical care for themselves and their <br />dependents. <br />The purpose of this program is to provide a nutritious noon meal to persons 60 years and older, <br />targeting those individuals who are in the greatest social and economic need. <br />RECOMMENDATION(S): The Manager recommends that the Board authorize the Chair to <br />sign the catering services contract and any renewals and /or amendments with Nantucket Cafe, <br />Inc., subject to final review by the County Attorney. <br />
