Distinguished Budget Presentation Award <br />The Board will recognize the staff of the Orange County Budget Office for earning the Government Finance <br />Officers' Association (GFOA) Distinguished Budget Presentation Award for the 2004-2005 fiscal year <br />budget document and present the GFOA plaque. <br />b. Presentation of Proposed Northern Park Master Plan <br />The Board will receive a presentation on the proposed master plan for Northern Park and the Northern <br />Human Sen~ices Center, developed by citizens and staff between October 2004 and March 2005 and ask <br />staff to report back at a subsequent meeting with additional cost information and a site plan submittal and <br />park timetable. <br />c. Presentation of Proposed «%ater Resources Initiative <br />The Board will receive a presentation on a proposed initiative from the Commission for the Environment <br />(CFE) entitled the "Water Resources Initiative". <br />S. Public Hearings <br />9. Items for Decision--Regular Agenda <br />a. Approval of Twin Creeks District Park and Educational C"ampus Master Plan (9:00 - 9:15) <br />b. Legal Advertisement for 1~1ay 23, 2005 Quarterly Public Hearvig (9:15 - 9:25) <br />The Board will consider authorizing submittal ofthe Quarterly Public Hearing Legal Advertisement for <br />publication for the May 23, 2005 Quarterly Public Hearing, with the Planning Department proposing the <br />addition of an approximate 1/z page advertisement «~hich includes a color map to compliment the text <br />advertisement of the proposed Residential Density Zoning Text Amendments. <br />c. Orange County FY 2005 H0117E Program Action Plan (9:25 - 9:40} <br />The Board will consider adopting a resolution approving the proposed HOME Program Activities for 2005- <br />2006 and to authorize the Manager to implement the HOME Program as approved by the BOCC including <br />the ability to execute agreements with partnering non-profit organizations after consultation with the County <br />Attorney. <br />d. Implementation of 60-40 Capital Funding Policy (9:40 - 9:55) <br />The Board «~ill determine «-~hich method will be used for implementing the Board's policy related to school <br />and County capital funding. <br />e. Chapel Hill-Carrboro Board of Education Request for Additional Funding for High School #3 <br />Construction (9:55 - 10:10) <br />f. Draft 2006 - 2012 State Transportation Improvement Program (STIP) (10:10 - 10:25) <br />The Board will receive information regarding the Draft 200&-2012 Transportation Improvement Program <br />(TIP) for Orange County and direct staff regarding comments. <br />g. Appointments (10:25 - 10:30) <br />(1) Hillsborough Planning Board -One New Appointment <br />The Board will consider making one new appointment to the Hillsborough Planning Board. <br />(2) Agricultural Preservation Board -One New Appointment <br />The Board will consider making one new appointment to the Agricultural Preservation Board. <br />(3) Affordable Housing Advisory Board (AHAB) -One New Appointment <br />The Board will consider making one new appointment to the Affordable Housing Advisory Board. <br />(4) Co~mnission for ~~'omen -New Appointments <br />The Board will consider making appointments to the Commission for Women. <br />
