116 <br />AD Comprehensive Review of <br />Solid waste Collection and Disposal Options <br />localities decide to collaborate on the project in the future. The biogas produced <br />could provide a valuable energy asset for Town facilities. <br />Capital needs required to construct and operate an anaerobic digester operations <br />include: an organics receiving area(s), reactor charnber(s) (i.e., enclosed vessel), and <br />processing equipment (i.e., wheel loader or conveyors). One initial challenge to <br />implement this technology; however, is that the Town would need to initiate some <br />form of separate organics collection, or post collection segregation, similar to what <br />has been instituted by the City of Toronto. For example, under its "Green Bin <br />Program," the City allows participants (residential and multi - family residents) to <br />place organics (e.g., food wastes, soiled paper towels and food packaging, coffee <br />grounds, etc.) out for separate collection along with refuse and recycling. The City <br />provides roll -carts for residential customers while multi - family complexes are <br />provided either bulk bins or roll -carts with residents given in -unit organics containers <br />to collect their organics. The City has provided an extensive public education and <br />outreach program. Should the Town consider a similar organics program, it is <br />expected that organic wastes collection be carefully considered for its application <br />towards and anaerobic digester operation. <br />It is SCS's recommendation that the Town continue to pursue potential synergies <br />between innovative technology vendors, local institutions of higher education, and <br />professional associations to attract interest in fostering further feasibility studies <br />and /or development of pilot studies.
