MEMORANDUM to Orange Co. <br />November 2, 2016 <br />Page 7 <br />National Program Fee(s) and Recycling Rate Assessment <br />Orange County not only maintains a level of waste reduction and recycling that is one of the <br />highest in North Carolina, but it also has one of the strongest waste reduction and recycling <br />programs in the nation. SCS examined other municipalities in the state and around the country <br />that claimed a similar rate and compared the Orange County Program Fee to rates assessed by <br />these other municipalities, which are outlined in Exhibit 5 below. For purposes of this exercise, <br />counties and cities with recycling rates between 55 and 70 percent were considered comparable <br />to Orange County. Note that it is difficult to control for the differing methodologies for <br />calculating recycling rates across jurisdictions. <br />Exhibit 5. Data is from <br />FY 2016-17 for all Counties except Montgomery County, MD, the data for which is from FY 2015 -16. <br />The data appears to indicate that populous counties with high reported waste recycling rates <br />impose solid waste fees that are greater than that assessed by Orange County to pay for services <br />offered.
