19 <br />Orange County, NC <br />Financial Plan and Rate Study for Solid Waste Enterprise Fund <br />Urban curbside collection began within the County in the Towns of Chapel Hill, Carrboro, and <br />Hillsborough by a private contractor in 1988. Weekly urban curbside recyclables collection is <br />now provided by OCR via a contracted private hauler in the three towns and the portion of <br />Chapel Hill located in Durham County. Residential curbside service began in select rural areas of <br />Orange County in 1993, and in 2015 the Department commissioned a collection route <br />optimization study which also assessed the feasibility of implementing curbside recyclables <br />collection in rural households which were not previously offered the service.
