16 <br />Orange County, NC <br />Financial Plan and Rate Study for Solid Waste Enterprise Fund <br />but not curbside solid waste collection. Communities in the United States tend to rely on private, <br />solid waste haulers to provide both of these collection services for their citizens. Many urban, <br />metropolitan municipal solid waste departments continue to provide collection services using <br />municipal employees. Nationally, a large majority of the remaining solid waste programs have <br />transitioned to contracted private haulers, primarily as a cost and risk reduction opportunity. <br />1.3.1 County Solid Waste Collection Program <br />The County provides solid waste collection services to its residents through drop -off collection <br />facilities and governmental institutions via direct collection. Commercial solid waste collection <br />is provided through private enterprise within Orange County. <br />1.3.1.1 Residential <br />The Department does not provide curbside solid waste collection. Solid waste collection services <br />are provided to County residents at the five drop -off Solid Waste and Recycling Centers located <br />throughout Orange County (refer to Exhibit 1 and Exhibit 2). Municipal Solid Waste (MSW), <br />scrap tires, white goods, scrap metal, clean wood waste, yard waste, and bulky waste is handled <br />by the Sanitation Services Division at these sites. <br />Exhibit 1.
