DocuSign Envelope ID: FE562994- 247A- 4BEF- A63A- 074755E44AEB <br />Proposal for Waste Disposal Area Delineation <br />s: Hillsborough Dump <br />rwar ID No. NONCDO000483 <br />Task Orders 483DP -1, 2 and 3 <br />1.0 Scope of Services - Remedial Investigation — Waste Delineation <br />Activities <br />S &ME proposes the following Scope of Services for the Remedial Investigation —Waste Disposal Area Delineation <br />activities (483DP -1, 2 and 3) at the Hillsborough Dump site. These services will be performed in general <br />accordance with NCDEQ Inactive Hazardous Sites Program guidance documents: Guidelines for Addressing Pre - <br />Regulatory Landfills and Dumps, dated November 2015, Guidelines for Assessment and Cleanup, dated October <br />2015, and S &ME's approved Standard Operating Procedures and Quality Assurance (SOP /QA) Manual (July 2010), <br />previously approved by NCDEQ. <br />1.1 Task 483DP -1 Work PlanlProposal Preparation <br />The following services were performed: <br />Solicited quotes and competitive bids from drilling companies. <br />Developed a drawing to present the proposed boring locations. <br />* Discussed the scope of work with the Orange County. <br />g Developed cost estimate spreadsheets. <br />Prepared field services schedule and task descriptions. <br />Prepared this proposal and work plan. <br />1.2 Task 483DP -2 Waste Disposal Area Delineation <br />The following activities and tasks will be completed: <br />Based on the previous geophysical survey, S &ME will conduct soil borings to delineate the limits of waste, <br />S &ME will take photographs of areas where significant land disturbance occurs (before and after the <br />disturbance) or other significant or noteworthy items encountered during field activities. <br />Soil samples will be continuously logged from the cuttings that are turned up at the ground surface. Soil <br />samples will be logged and classified to identify soil types according to the Unified Soil Classification <br />System (USCS). <br />Decontamination procedures will be followed according to S &ME's SOP/QA Manual. <br />Soil borings will be closed by filling the bore holes with auger cuttings. If there are voids after placing <br />cuttings in a boring, the remainder of the bore hole will be filled with bentonite. Bentonite will also be <br />used in borings that encounter groundwater. Impacted materials not used as fill will be drummed. <br />R GPS coordinates will be collected at all boring, sampling, and screening locations. Coordinates will be <br />reported using the State Plane Coordinate System (NAD83) to the seventh order in meters and as latitude <br />and longitude (WGS 84). Coordinates will be provided in an appendix with brief location <br />descriptionsldesignations (e.g. WD -1, etc.). <br />1.2.1 Subtrask A Lltilittt Locating <br />S &ME will subcontract an underground utility locator to clear proposed boring locations and to mark buried <br />utilities in the vicinity of the approximately 5,400 -foot perimeter of the estimated waste disposal area (figure 1), <br />S &ME solicited a cost quotation from Bateman Civil Survey Company (Bateman).
