(S &ME), appreciates the opportunity to provide this revised work plan and cast estimate to conduct <br />additional Remedial Investigation activities at the Hillsborough Dump site in Hillsborough, North Carolina. This <br />work plan presents our understanding of the project, a proposed scope of services, an estimated project budget <br />and schedule. These services will be performed according to the terms of the Consulting Services Agreement, <br />dated August 1, 2017, between the Orange County and S&ME. We understand Orange County will issue a <br />Purchase Order as acceptance of this proposed work plan and cost estimate. <br />Project Background <br />S &ME previously conducted First Phase Assessment activities at the Hillsborough Dump for Orange County <br />(hereafter "the County ") as reported in Remedial Investigation — .First Phase Report -- Hillsborough Bump Pre - <br />Regulatory Landfill, dated January 24, 2018. <br />Review of the geophysical results of the First Phase Assessment indicated possible additional waste disposal areas <br />outside of the waste disposal area identified by the Site Summary Report, dated October 20, 2009, prepared by <br />Marshall Miller & Associates, Inc. Tom Davis of Orange County requested 5 &ME provide a work plan and cost <br />estimate to perform additional services needed to further delineate the waste disposal area. This work plan and <br />cost estimate should be considered an additional phase of a multiple stage approach to contaminant delineation <br />for the site. Information provided in the NCDEQ's Guidelines for Addressing Pre - Regulatory Landfills and humps, <br />dated November 2015 form the basis of this work plan and cost estimate.
